As you are aware, FCC regulations have prohibited telemarketing calls to cell
phones or other phone numbers where the subscriber would be charged for getting
the phone call under the Telephone Consumer Protection Act of 1991 (TCPA).
Circulation Development, Inc internally uses calling lists that are scrubbed
against the Cellular Ported Numbers List. However, if you are doing any
in-house outbound calling you need this list!
Until November 2003, the effective way to prevent calls to cell phones was to
avoid placing phone calls in designated cell phone exchanges and prefixes
assigned to wireless telephone companies.

However, on November 24, 2003 the FCC gave telephone subscribers the ability to
switch their wired telephone number to a wireless phone account. This means
that numbers in residential (non wireless) telephone exchanges are becoming
wireless. This also means that any number that is switched in this manner has
to go on to a newspaper’s company-specific do not call list because calls to
that "now wireless" number are violations of the FCC rules.

cost of directly registering.
